Access Services/Circulation
 
Access Services, formerly known as Circulation, is driven to provide appropriate levels of circulation services, collection maintenance, public assistance, and materials processing. The library user is our focus and excellent service to users is the mission of all Access Services activities. Library facilities of North Carolina Agricultural and Technical State University are primarily for the use of students, faculty, administrative officers, and staff of the University.

Borrowing Privileges
Fines
  • Fines for most overdue materials are not assessed.
  • For undergraduates, graduates, and doctoral students, if library materials are not returned within thirty (30) days after the due date; the materials will be presumed lost and all library privileges will be blocked and suspended. The student will also be charged the replacement cost plus a $15.00 non-refundable processing fee. If, the book is returned before thirty (30) days no charges will be applied to the patron’s account.

    If the item is returned in good condition after it goes lost, the patron will only be responsible for the $15.00 billing fee and will receive a credit slip for the remaining balance. The Library reserves the right not to accept overdue, lost, missing, or damaged items. Damaged items (mildew stains, wet pages, ink stains, torn or bent pages, etc.) will not be accepted and the patron will be billed the replacement cost plus the billing fee.
  • For faculty and staff, if library materials are not returned within sixty (60) days after the due date; the materials will be presumed lost and all library privileges will be blocked and suspended. The faculty will also be charged the replacement cost plus a $15.00 non-refundable processing fee. If, the book is returned before sixty (60) days no charges will be applied to the patron’s account.
  • For both students and faculty, a courtesy notice will be sent if an item is one day overdue via email. At ten (10) days overdue, another courtesy email will be sent. After thirty (30) days of the due date, a final email will be sent that will let the patron know that their library privileges have been suspended until items have been returned.
  • Fines for recalled materials are $10.00 a day (if not returned within ten (10) days) up to a maximum of $100.00. Fines for reserve material are $.50 per hour (2 hour reserves), $ .50 per day (3 day and one week reserves), $1.00 per day for audio visual materials, and $25.00 per hour for laptop computers.
Please be reminded: Lost book charges must be paid at the Cashier’s Office in the Dowdy Building before students are allowed to check out additional library materials, register for the following semester, graduate or receive transcripts from the University.
 
Renewals:
  • Undergraduate/Graduate - Most materials may be renewed once. Overdue and high demand books may not be renewed. Renewals may be made by telephone, 334-7617.
  • Doctoral Students - No renewals are allowed.
  • Distance Education Students - If you need to retain the material for a longer period of time than set due date, please contact the Interlibrary Loan Office by email at ill@bluford.library.ncat.edu before the due date if the item is not from the Bluford Library collection. Renewals are not automatic and must be requested of the lending library. If the item is from the Bluford Library collection, please contact the Library Circulation Desk at 334-7617 or email for assistance. If a recall or hold has been placed on the material, renewal will not be possible.
  • Faculty/Staff - Materials can be borrowed for a semester and may be renewed only once for an additional semester by telephone or in person. Telephone renewals should be made on or before the due date.
  • Non-University Borrowers - No renewals are allowed.
  • LRC Materials can not be renewed.

Goals
The Access Services Department shall be administered in accordance with library goals and policies as follows:
 
SERVICE: To promptly and accurately issue and receive circulating material. To maintain accurate records of patrons, reserve collection records, and titles in circulation. To maintain a course reserve service which efficiently allows a maximum number of students access to a limited amount of material. To provide a search service which locates missing or elusive library titles. To assist patrons in using the library by providing directional information and referral as needed. To maintain accurate statistics of library use.
COLLECTION MAINTENANCE: To maintain and improve accessibility to the general collection through the prompt and accurate reshelving of materials, the performance of collection shifts in response to increases and decreases in various subject areas, and the shelf reading and maintenance of stack areas. To ensure the collection's security through the maintenance of a theft detection system and accurate records of violators. To maintain an active reserve collection responsive to the needs of faculty and students that shall include the acquisition, processing, and circulation of materials for university courses.
